This is a 20th century restrike of the 1859 etching "Thames Police" (also known as "Wapping Wharf", by the famous American artist JAMES ABBOTT McNEILL WHISTLER (1834-1903). This was printed on a thick, creamy paper at some point in the 20th century. Details in the print are very sharp. The plate mark is quite pronounced.
